Short description
I installed MoinMoin 1.9.7 on a new server and downloaded the release from MoinMoinDownload
Also I have to download the file underlay.tar because it is not in the file http://static.moinmo.in/files/moin-1.9.7.tar.gz. This was not easy to find where to doanload this file!
Please also link the file underlay.tar on the Download-site MoinMoinDownload.
That's not a bug, you have all system and help pages available after installation via page LanguageSetup. You do not need to download underlay.tar, there's nothing in it not already in the release.
