Short description
at #moin somemone reported it was possible in an earlier version of moin to create pagenames starting with an hash key. I can access the page with url/%23name. but it is not possible to create a wiki link to it. Also the rename action does not work on this page, because the URL to the action is broken (not url escaped).

- the hash ("#", ASCII 23 hex) character is reserved as a delimiter to separate the URI of an object from a fragment identifier
May be we should extend the 1.5.x to 1.6 migration script to rename those pages too.
