Description
The jabberbot does not send any user-created-notifications, even though you can select that you want to be notified via Jabber when A new account has been created.
Steps to reproduce
- Be superuser on some wiki
Choose A new account has been created for Jabber in Settings -> Notifications
- Logout
- Create a user
See... nothing

Workaround
None (use email-notification).
Patch
This patch fixes the Problem. It has been successfully tested on http://wiki.inrain.org/. It also passes all jabberbot unit-tests.
This is only a basic patch. That means it will enable text-messages, but no form-messages (I am new to the MoinMoin codebase; plus I don't use a jabber-client that has support for form-messages, so I wouldn't be able to test it).
