Description
When trying to create a homepage to a new user, the page that informs it about this possibility don't have the link to do it.
Steps to reproduce
create a new user FooBar on a 1.7.2 version
log in with the FooBar account
click on the FooBar link situated in the top of the page
- you arrive to a page which says
It looks like you have not created your personal home page yet. A personal home page can be used to publish data about yourself, such as: [...] Keep in mind that a personal home page is usually public, anyone can read and edit it (and this is a good thing, see it as a means of communication with you). However, you can create protected sub-pages to restrict public access to some of your pages. <<Action: Il n'est pas possible d'utiliser des arguments anonymes après des arguments nommés>>
The last line is the interesting one. It's in French there but it should be equivalent in English (or German). It tells that the action link used in the page is wrong.
The action link used is: <<Action(edit&template=HomepageTemplate,Click here to create your personal home page now!)>>

This bug seems similar to MoinMoinBugs/1.7devCreateHomePageCreatesWrongPage which is fixed. But my underlay page MissingHomePage still have the wrong action link
Please replace your underlay directory with the one we provide with every new moin release. Also please use EditedSystemPages to see if you edited it.
- This seems to be my problem. I may have messed between my virtual servers (one for testing upgrade, one for failover)... I'm confused... sorry for the noise.

Status: i checked all translations of MissingHomepage on http://master18.moinmo.in/ and they all look ok, including the french one.
