Description
When using a translation different from "en" (by the preferences or the browser's settings) for the site, some wiki markup that is scattered over the page is not parse.
Example
URL: UserPreferences
Set your language to fr and edit a page: the help below is not parsed.
Another example, using the rightsidebar theme, a BR shows up between the two text boxes. When editing any pages, the help text below is not parsed.
You might need to create an account and use the "fr" language to see this. I've also reproduced with hebrew.

Workaround
Stay with en translation.
Discussion
This "bug" is because the translations currently get mostly done in 1.2 and if I copy them to 1.3, they don't fit to the wiki markup feature of 1.3. This is known and will be resolved when there are no translation updates in 1.2 any more, but 1.3 is used.
This is not a bug but expected behavior with unfinished translation.
