Workaround
Disable user_homewiki
Discussion
This is not a bug, but expected behaviour (and iirc even documented behaviour, look into CHANGES and help pages).
The home_wiki can be remote, it can even be something completely different than moin, so we can't store backups there. Thus, MoinEditorBackup function is disabled when using home_wiki.
MoinEditorBackup and user_homewiki are both great features. Is it possible to have both of them enabled? Perhaps, I have to make a feature request.

Status: /MoinEditorBackup is gone in 1.6 and replaced by the better drafts functionality, which doesn't require a homepage in the local wiki.
