Steps to reproduce
- point the data_underlay_dir to the system /usr/share/moin/underlay directory which has read only permissions for apache.
MoinMoin give an error that "data_underlay_dir" does not exists at "/usr/share/moin/underlay/", or has incorrect ownership and permissions.

Follow instructions.
Discussion
This is no bug - underlay must be writable because of caching. If you follow the instructions you copy underlay into your wiki directory, and set its permissions correctly. See HelpOnInstalling/WikiInstanceCreation.
