Description
Describe the bug... When creating a new profile in the UserPreferences page, the comment beside the field "Password Repeat" should be the following:
- "Only when creating new profiles or changing passwords"
and not just:
- "Only when changing passwords"
Steps to reproduce
Go to the UserPreferences Page
- Take a look at the comment beside the "Password Repeat" box

Discussion
If you dont have a password before (because you dont even have an account) and have one afterwards (and even an account), you also changed the password.
