Description
After installing the moin 1.6, I registered a new user and added it to the superuser list in wikiconfig.py file. Then I logged as the superuser, I can see the user granted as a superuser at UserPreferences page.
But when I went to SystemPagesSetup, I can not see the install buttons.

I guess something is unmatched in the implementation of AttachList after the version updating from 1.5.8 to 1.6.

Workaround
add the name of superuser to acl_rights_before giving him write rights on every page.
