Logging for Tests
Created a new logging configuration file - 'test_logging.conf'. This file can be edited to change logging configuration for tests if required. A call to the log.load_config(config_file) takes logging configuration from the newly created config file i.e test_logging.conf. It is important that we make a call to log.load_config(config_file) before we import MoinMoin.app.

- Now, on running the tests we don't get the messy and long log output on a test failure due to std.stderr.
