Steps to reproduce
- Configurate other place file location by 'attachments' setting for less load.
- Create page, and attach any file.
Operate RenameAction!
- Drop attachment files because of remaining old directory name for attachment.

Yes, I think there is simply no code handling this case. I guess it is because attachments=... configuration is deprecated since quite a while - you better should switch to not using that.
