Steps to reproduce
Installing on a windows box.
- Install 1.54 using default locations.
- Edit wikiconfig.py
- Copy moin.py
- python moin.py
Up pops the error.
usage: -util [options]
-util: error: you must specify a command module and name.
It seems moin.py has changed significantly, but not the installation doc.s

Discussion
You have to copy the moin.py file from wiki\server. Then you have to ensure that exactly that file is started. Running moin.py is not enough.
